The eleventh session of the Conference of States Parties (COSP11) to the United Nations Convention against Corruption will be held in Doha, Qatar, from 15 to 19 December 2025. As the Convention’s main policy-making body, the Conference of States Parties meets every two years to bring together States Parties, signatories, observer States, intergovernmental organizations, civil society, and leading experts in the field of anti-corruption.

The Cuban delegation, headed by the Comptroller General of the Republic, Mirian Marban González, reaffirmed Cuba's commitment and policy to prevent and combat corruption, which is based on strict adherence to international obligations, our legal instruments, transparency in the exercise of public functions, and citizen participation. We work continuously to strengthen ethics and integrity in the conduct of public officials and guarantee their accountability to workers regarding the proper management and control of resources. For our country, fulfilling the commitments undertaken, both as an examined State and as an examining State, under the aforementioned Mechanism, is of the highest priority. The State and Government's policy to prevent and confront acts of corruption is based on law, transparency in the exercise of public functions, accountability, and citizen participation through the right to submit complaints and petitions to the authorities and the obligation of these authorities to process and respond to them—a right recognized constitutionally and in other regulatory provisions. due protection for those who promote them.

Cuba upholds the need for international collaboration and cooperation, and the exchange of experiences and best practices to prevent, detect, and combat corruption, as well as its commitment to maintaining and expanding this cooperation in preventing and fighting this scourge.

It is important to remain united in defending the fundamental principles of UNCAC and its Review Mechanism, particularly its intergovernmental, non-punitive nature, based on cooperation and the exchange of experiences and best practices. Cuba will never renounce its international commitments.
