With the aim of evaluating compliance with Law 148 on Food Sovereignty and Food and Nutritional Security, the Comptroller General of the Republic conducted 11 control actions, nine compliance audits, and two inspections in 11 entities across five municipalities, as part of the 17th National Internal Control Review in the province.
Iliana Mirabal Torres, Chief Comptroller of the Provincial Comptroller's Quality Department, explained that, according to the verification carried out, Law 148 is not being adequately implemented, as widespread non-compliance was detected in agricultural and livestock production, as well as in the fulfillment of state mandates.
She also specified that there are shortcomings in the contracting process, difficulties in price formation, and deficient functioning in retail marketing, among other problems. He added that food production is not sustainable, nor is there sufficient capacity to meet the needs of the territories. He also noted difficulties in price negotiation within the Municipal Administration Councils (CAMs) of Nuevitas and Camagüey.
During the process, he pointed out, it was demonstrated that contracting agricultural production is ineffective, production chains with non-state management models are not being established, five entities exceeded their sales targets, and three companies reported losses.
Based on the results of the audit, he recommended that the CAMs prioritize agro-industrial enterprises to achieve strategic alliances, production chains, and access to technologies that will increase their efficiency and improve their financial situation.
He also emphasized that price negotiation committees must issue each price regularly, based on cost sheets, quality data, and profit margins. The 17th National Internal Control Audit involved 95 participants, including auditors, students, and experts.
During the meeting, Miguel Catalá Borges, Chief Comptroller for the province, emphasized that the fundamental purpose of this exercise is to determine the causes and conditions that led to the results.
