Conclusions of the XVII National Internal Control Audit in the CP Ciego de Ávila

On December 10th at 10:00 a.m. in the Blue Room of the Provincial Government meeting hall, the plenary session on the conclusions of the XVII CNCI in CP of Ciego de Ávila was held, with the presence of Reynol Pérez Fonticoba, Deputy Comptroller General CGR; Iván Cedeño Rubio, Official of the Provincial Committee of the PCC; Carlos M Lameda Viña, Member of the Provincial Bureau of the PCC; Yen Toledano Padrón, Coordinator of Programs and Objectives of the Provincial Government; Lizardo Salazar Tibau, President of the Provincial ANEC; and Katia Pérez Hernández, Provincial Chief Comptroller. Invited guests included Ernier González Suárez, Provincial Delegate of Agriculture; and Antonio Sánchez Savello, Head of the CIH - UNICA Audit Group.

A critical analysis was conducted on Law No. 148 and other applicable regulations for the Agricultural Sector, in accordance with the Internal Control System, the Guidelines of the Economic and Social Policy approved by the PCC (Communist Party of Cuba), and the Sustainable Development Goals (SDGs). The analysis concluded that in Ciego de Ávila, the Agricultural Production Information System (SIPA) is not functioning properly. It fails to provide the necessary or reasonable information for authorities to make informed decisions, verify progress, and monitor the situation correctly. There is a lack of integrity in the work, and this issue remains unclear in the province. Furthermore, there is a need for better planning and contracting at both the provincial and municipal levels, as well as a change in mindset.

The Deputy Comptroller General acknowledged that everyone worked very hard. The comptrollers, team leaders, auditors, and the administrations made a tremendous effort, considering the actual conditions (power outages, arboviral disease outbreaks, among others).

The most outstanding auditors who carried out control activities at the 17th National Congress of Industrialists (CNCI) were recognized at this event, as were ANEC and UNICA.

Iván Cedeño, a member of the PCC Bureau in the province, concluded the event by stating that it is necessary to continue working from the production base to the commissions that evaluate the work and the implementation of the systems. He emphasized that everyone must do their part, and that this will lead to better preparedness, higher quality results, and the ability to address all the identified issues and ensure that the food supply for the people of Ciego de Ávila is guaranteed.
